1. Disciplined, structured, family-oriented activities for high-risk youth and young adults of all racial and ethnic backgrounds.

2. Prevent alcohol, drug, tobacco, truancy, and delinquent behavior by providing alternative programs that are positive and safe all year round.

3. Offer youth and young adults role models and mentors that reflect them and their communities in an effort to provide enrichment opportunities for them to become peer leaders and mentors themselves as they advance through COD programs.

4. Channel the energy of youth and young adults into positive, safe, activities within a positive and supportive environment.

5. Become a focal point for community development by:
a) Working with neighborhood organizations in revitalization efforts;
b) Provide leadership and space for community events/activities;
c) Offer the energy of COD's youth and young adults in outreach and neighborhood efforts.
